Yes, that's the White House in the background, circa 1883-1893, and a goat pulling a cart in the foreground. These are the grandchildren of President Benjamin Harrison, who lived in the White House with Grandpa and their parents. The goat is believed to be the aptly named Old Whiskers. He also shared the grounds with President Harrison's opossums, Mr. Reciprocity and Mr. Protection.
